Level 70 artifact gear is only iLvl 290, augmented Shire is 270. I just got DRK and MCH to 70 lastnight. I was expecting it to be in the low 300s, considering augmented scaeven is iLvl 400, but it's not. Getting shire gear in foundation near the aetheryte, is the best you can get until the 3rd dungeon of stormblood.
